Program
20 November
20:30–22:00 | Opening Dialogue: Global Governance in a Multipolar World
Bringing together leading thinkers, policy researchers and practitioners from different parts of the world, this opening dialogue will take stock of the Global Governance Initiative, introduced more than a year ago, and examine a central question: how can the international community find new points of balance amid profound shifts in the global distribution of power, while upholding and strengthening the central role of the United Nations in the global governance system?
The discussion will also examine the eight pragmatic actions outlined by Foreign Minister Wang Yi at the Global Governance Forum, including upholding the United Nations as the core of the multilateral system, improving the quality and effectiveness of global governance mechanisms, and addressing emerging issues in areas such as the oceans, artificial intelligence, outer space and human rights. The aim is to translate the Global Governance Initiative into tangible outcomes through international cooperation.
The roundtable will also feature the launch of a new book, China in a Global Perspective: Wang Huiyao in Dialogue with the World.
21 November
10:00–11:15 | Session 1: Safeguarding Constructive Strategic Stability: The Future of China-US Relations
This session will review the progress made through two bilateral meetings between the Chinese and US presidents, as well as their third interaction under the APEC framework. It will also examine new dynamics following the US midterm elections, including the Democrats’ control of both chambers of Congress and President Donald Trump’s transition into a lame-duck presidency.
Participants will assess the opportunities and constraints that these changes in the political landscape may create for the bilateral agenda, and discuss how to sustain the implementation of the consensus reached by the two presidents, translate high-level commitments into concrete action, and maintain constructive strategic stability. Against the backdrop of an evolving multipolar world, the session will explore viable pathways towards a sustainable China-US relationship.
11:15–11:30 | Coffee Break
11:30–12:45 | Session 2: China-EU Relations amid Global Economic and Geopolitical Shifts
This high-level dialogue will bring together leading scholars and policymakers with extensive experience in China-EU relations to assess the bilateral relationship amid a rapidly evolving multipolar landscape.
Participants will discuss trade and investment, climate change and the green transition, and digital governance. They will explore the feasibility of resuming negotiations on a bilateral investment agreement and identify ways for China and the EU to advance multilateral agendas together, maintain open dialogue, responsibly manage differences and deepen practical cooperation. The discussion will also examine Europe’s strategic orientation and highlight the unique contribution that constructive China-EU engagement can make to improving global governance and safeguarding international stability.
12:45–13:45 | Lunch
13:45–15:00 | Session 3: Voices of the Global South: Building a More Inclusive International Order
Against the backdrop of continuing shifts in the global balance of power and the deepening trend towards multipolarity, this session will focus on the Global South as a key force in shaping the emerging international order.
BRICS members and the wider Global South account for approximately 80 per cent of the world’s population, nearly half of global economic output and around 40 per cent of global trade. Their collective rise is one of the most defining features of the multipolar era and has fuelled growing calls for reform of the Bretton Woods system.
Participants will explore how emerging economies and regional powers can help build a fairer and more inclusive international order, with particular attention to developments in the Middle East. Discussions will cover development priorities, regional security challenges, reform of global governance mechanisms and the establishment of partnerships based on equality.
The session will also examine potential pathways for reforming the Bretton Woods system and the innovations in global governance offered by new multilateral platforms led by countries of the Global South, including the Asian Infrastructure Investment Bank (AIIB) and the New Development Bank (NDB). In addition, participants will discuss the structural risks associated with reliance on a dollar-dominated international payment system and the role of local-currency settlement cooperation among BRICS members in reducing the financial vulnerabilities of countries in the Global South.
15:00–16:15 | Session 4: Chinese Enterprises Going Global: New Opportunities for Cross-Border Cooperation
Bringing together business leaders, investors and experts, this session will examine new trends in the overseas expansion of Chinese enterprises amid the restructuring of the global economy.
Participants will explore mutually beneficial approaches to cross-border cooperation, while addressing practical issues such as local integration, sustainable investment and risk management. They will discuss how Chinese companies can align their overseas operations with the development priorities of host countries, deepen industrial and technological cooperation, and build resilient global value chains. The session will also examine how business cooperation can contribute to multilateral governance in a multipolar world.
16:15–16:30 | Coffee Break
16:30–17:45 | Session 5: Youth Forum and Annual Meeting of the Global Young Leaders Dialogue (GYLD): Shared Prosperity in the Asia-Pacific and Youth Development
This annual dialogue will bring together young entrepreneurs from around the world to exchange views on carrying forward a shared mission, innovation and entrepreneurship, and cross-border collaboration.
Participants will discuss how young innovators can leverage their strengths to deepen international cooperation, advance technological innovation and develop sustainable business models. They will share practical experience in entering international markets and explore how the innovative potential of young people can be translated into solutions to global challenges.
The dialogue will also focus on how the next generation of young leaders can foster mutual understanding and trust through people-to-people exchanges, contribute to shared prosperity in the Asia-Pacific, and help build a more open and resilient global economic order.
